The measures we have taken are aimed at restoring the nuclear equilibrium. The Soviet Navy has increased the number of its nuclear-capable submarines off the coast of the United States. In terms of their qualitative characteristics - power, accuracy, reach of objects on the territory of the United States and flight time to targets - Soviet sea-based missiles

In recent years, Washington has significantly increased appropriations for the development of strategic weapons and general-purpose forces. As a result, the modernization of both combat flight equipment and US air defense systems has accelerated.

(The American RC-135 V reconnaissance aircraft and the Sergeant York self-propelled anti-aircraft gun) create a counterbalance to the US threat equal to that posed to us and our allies by American missiles in Europe. If the American militarists continue to increase the number of medium-range missiles in Europe and other nuclear forces, then we will have no choice but to respond in kind.

In the NATO countries, great attention is also being paid to further building up the power of tactical nuclear and chemical weapons. In the United States itself, large-scale work has been carried out in recent years to replace tactical nuclear weapons, primarily located in Western Europe (and there are 7,000 of them stored there), with new, more powerful ones and with an improved targeting system. At the same time, the production capacities of nuclear industry enterprises on a new technological basis have been significantly increased.

Despite the vigorous protests of the world community and the warnings of the Soviet Union, starting in August 1981, the United States began production of neutron munitions for Lance guided missiles and 203.2-mm howitzers. At the first stage, it is planned to manufacture 1,180 warheads (for 380 Leno missiles and 800 shells of 203.2 mm caliber). In the summer of 1982, President R. Reagan approved a program for the development and production of neutron munitions for 155-mm artillery pieces. In this connection, the American press noted that this decision would lead to a 2-3-fold increase in the arsenal of neutron weapons intended for use primarily in Europe and the Far East.

According to NATO military strategists, the bloc's tactical nuclear and neutron weapons are designed to ensure the achievement of strategic goals in a limited theater of operations. However, the doctrine of a limited nuclear war, in which a significant part of the world's population would survive, is clearly untenable; moreover, it is dangerously misleading. Historical experience rejects the notion of localization of wars between the major powers of the world. In the past, this could not be achieved even when wars were waged by conventional means.

So, after the declaration of war on Serbia by Austria-Hungary in July 1914, in just a few days the war turned into a world war. When Germany attacked Poland on September 1, 1939, the war also escalated into a world war in just 48 hours. These examples from the pre-nuclear era show that the political forces that unleash a war are unable to localize it and stop it at the right time. Therefore, any assurances that a nuclear conflict can be kept within the desired boundaries should be regarded as untrue.

It is practically impossible to limit a nuclear war to only the European zone, since from a strategic point of view, any nuclear explosion on the territory of the Soviet Union or any other country participating in the Warsaw Pact is rightly considered American. Plans for such localization speak only of the extremely inhumane attitude of the American militarists towards the peoples of Europe, whom the United States intends to sacrifice in the name of its narrowly selfish interests.
