It is no secret that today a school teacher is required to fill out countless questionnaires, reports and certificates. This is not counting the direct obligation to keep a class journal (lessons, topics, grades). And although in the spring an order was issued by the country's leadership to reduce the paperwork sent to teachers, the old-timers of the education system note: the amount of scribbling has only increased. But this is still, as they say, half the trouble.

Teachers are also being asked to ask parents personal questions, check refrigerators and make sure utility bills are paid on time. How all this is legitimate and how to answer, we figure it out together with Anna Granovskaya, a teacher and creator of the Striped Newspaper.

- Of course, the class teacher needs to have information: where the student lives, in what conditions, who takes care of the child. Therefore, standard questions about the address, place of work of parents and contact phone number are relevant and logical. We fill.

What circles and sections does your child attend? What are their hours of operation?

It is clear that this information is useful for the teacher: it helps to determine the interests and inclinations of the child in order to develop them as much as possible.

All other questions relate to the act of living conditions (the act of the ZhBU), which was approved by the Ministry of Education 25 years ago, and to the questionnaire from the category of “free creativity of officials”.

About the ZhBU act

If the teacher does not fill out and hand over the act, he will be punished. And they will press until it is filled: invent answers or actually conduct an interrogation with prejudice. In most cases, they will rewrite last year's questionnaires. And there will be problems only if the teacher was not aware that a brigade of guest workers lives in the apartment, and the child huddles in a closet. And then, if this fact is revealed.

And if the teacher is interested in the life of his wards, if he notices whether the child is neat, how he behaves, how he communicates - there are many signs, the teacher will always be able to make an assumption whether there are problems in the family, whether the child needs help. And then already write memos, make inquiries at the place of work of the parents, etc.

But is it really necessary to fill out such questionnaires for all children?

After all, on paper it can be one thing, but in life it can be completely different? So why written documented paper?

It seems to me that the honest and simple answer is formalism. Formalism and bureaucratization flourish in the education system. The teacher has not seen the children for a long time, but according to the reports and on paper, everything is in order. The teacher simply has no time even just to talk heart to heart with the guys.

It must be admitted that the function of an educator is shifted to the school, hence the appearance of super-personal questions that are asked in the questionnaires.

But let's look at the law.

Here is what the Family Code says about the role of the family:

Excerpts from article 65:

The family is obliged to promote the realization of the rights and legitimate interests of family members, it is responsible for the upbringing and maintenance of children, their protection. The family is recognized as having the pre-emptive right and duty to determine the forms, means and methods of raising children.

Excerpts from article 75:

Parents are responsible for the upbringing of children. Education is understood as care for the physical, spiritual and moral development of children, their health, education and preparation for independent life in society. All questions about the forms and methods of raising children, getting their education, about their attitude to religion, organizing free time and other issues of raising children are decided by both parents by mutual agreement.

But the school has a completely different function. Rather, one, the most global: educational.

According to the Education Code, article 20:

  1. An educational institution, in accordance with the law, has the right to:

2.1. carry out educational activities;

  1. Required to provide:

4.1. the quality of education;

And since for each step a written piece of paper is required from parents (permission, consent, application, explanatory note, certificates, vaccinations), therefore parents need to know what rights and obligations they have as legal participants in the educational process. And this means that parents have the right to influence this process: to improve and optimize.

Including the existing system of questionnaires and acts.

Who else, besides the parents and the child, lives in the apartment?

How can you help the school?

Who is the owner of the house or apartment where the child lives?

Who is registered in the apartment and what is its footage?

Information about the partner of the father of the child (if the parents are divorced).

Indicate SPECIFICALLY who is involved in the upbringing and maintenance of the child - mother, father (that is, someone assumes in advance that each family is not a full-fledged unit of society, but something incomprehensible?).

As you can see, none of these issues can be defined as corresponding to the current Legislation.

But in addition to questionnaires with deeply personal questions, teachers complain that when visiting families they are required to look into the refrigerator. And (attention!) check the toilet and bathroom! It is these three strategically important objects that can give an exhaustive description of the family: prosperous or not.

We will not talk about the ethics of this recommendation.

And about the level of culture of people who consider it normal to climb other people's refrigerators, wardrobes, laundry baskets.

Because, in general, they can examine your personal refrigerator with food only after providing a certificate from a doctor about the absence of infectious diseases and with your consent, because your house is your private property. And such an event violates your rights and freedoms, and may also pose a threat to the health of your family.

Agree that if you come to the housing office, then no one will provide you with such information. But on what basis is information that is not directly related to the education of children sent to schools? Who signs the order? Who has the right to require the teacher to perform this functionality that is not included in the job description of a school employee? With this free implementation? And at your own expense? Sorry, but serfdom was abolished over a hundred years ago.

No one but ourselves, the parents, can protect our children, our families. Read the laws, know your rights and obligations. Unite, write your proposals, register with officials. In the end, all this bureaucratic fraternity lives off our taxes. All innovations should solve our problems, and not create new ones, thereby worsening the quality of our life.

No one but you yourself, the teachers, will be able to defend your right to be only a teacher, and not a taxman, cleaner, accountant, etc.

And you don't have to say "you know."
