Corruption in the housing and utilities system uncovered

A large-scale corruption scheme was opened by employees of the department for combating economic crimes,  Komsomolskaya Pravda reports.

Former heads of more than 20 organizations and enterprises from all over the country have become defendants in criminal cases. They bought equipment for bribes from intermediary firms at a price that was inflated from 3 to 10 times, the press service of the Ministry of Internal Affairs reported. To make the deal look legal, tenders and competitions were submitted by companies that offered even higher prices.

As a result, money from the budget and funds from public utilities were spent irrationally, and the state suffered significant damage.

More than 50 criminal cases have been initiated on the facts of abuse of official powers, abuse of power or official powers, bribery.

As noted in the Ministry of Internal Affairs, since the beginning of the year, 5.5 times more crimes have been detected in the housing sector than in the same period last year. Of all crimes, 88.2% are grave and especially grave.

The prosecutor's office of Minsk found violations in the work of the Committee for Architecture and Urban Planning of the Minsk City Executive Committee in terms of compliance with the requirements of anti-corruption legislation.

For example, some officials and their close relatives indicated incomplete information in income and property declarations.

- Some officials did not indicate the car, house in their declarations, others incorrectly indicated the cost of the car. Administrative responsibility is provided for this, - the prosecutor of the department for combating corruption and organized crime of the prosecutor's office of the city of Minsk, Sergei Boriskin, told KP.

In addition, the prosecutor's office revealed facts of irrational spending of budget money in the development of urban planning passports for land plots. At the time of the check, the passports were not sold, while budget money was paid for them.

There are also violations in the field of public procurement, which were expressed in the restriction of fair competition. The prosecutor's office suggests that this practice became possible, among other things, due to the insufficiently effective work of the anti-corruption commission.
